In regards to the Athearn SD38-2 in HO scale.
The Athearn SD 38 is on a SD 40/45 chassis and the SD 38-2 is on a SD40-2 chassis.
Both readily available from Athearn. From the looks of the mold lines on the SD 40-2 and GP 38/40-2 shells, I am thinking the molds are sectional, and if so, one would hope they engineered them to be interchangeable. But who knows. So a SD38-2 shell, possibly could be a do-able thing from Athearn... The SLSF quirk here is the hybrid SD40-2 truck with the "clasp type" brakes, for which Athearn does not have a side-frame (yet). The Dynamic brake hatch would be an issue as well. Perhaps a non-dynamic version?
Given the parameters of this inquisition, the current options are "not there" from Athearn at this point, for an accurate Frisco SD38-2. I cannot speak of the other MFGR's. I don't think the SD 38-2 was a terribly popular unit for the masses, it seemed to be a very good locomotive for low HP, high TE applications, and did/still does the job very well.

But, fear not as "Modelers Law" is in effect and the fact that I have kitbashed 3 SD38-2's (with another on the way) is indeed proof that one will be forthcoming from a manufacturer soon.

Tom makes a great point in the fact that a manufacturer needs to weigh the popularity of a model when choosing to produce it. The SD38-2's the Frisco puchased were specifically purchased to be used at two locations and to my knowledge are still there. I can point to another locomotive, the MP15 that Atlas produced in the Frisco scheme when there were only 5 produced and they spent most if not all ofdtheir career in one location serving a specific purpose. Manufacturers have seemed to go out a limb in recent years and produce these types of locomotives, but only in small batches.
