Can't figure out this DH123

I'm trying to get my DH123 to work. I grabbed my mike (easiest to get to the decoder in that loco) and made sure it worked. Then I plugged in the DH123. I got nothing and the headlight stayed on (no it wasn't the buzz of a loco without a decoder.) I tried factory reset on it twice, and used short and long addresses. It took the programing but even after the factory reset twice it still didn't work. What do I do? Trash it?

Do a reset again and then try it in a different locomotive. Hard to diagnose a problem like this with no more info than you have posted. Using Decoder Pro would really be helpful in this situation. Are you using addrees 3, 03, or the address of the locomotive. You may be having trouble with your 4 digit addressing. Again hard to tell from this end.

I went and put it in different loco and tried the factory reset again, no luck. Here is exactly what I did this time: I put my GP35 on the track and made sure it ran, it ran perfectly fine. I took the shell off and took out the NCE SR13DSR and put in the DH123. I preceded to do a factory reset programing CV08 to 08 like the decoder manual said. The decoder registered this and went to factory default address of 003. So I selected it and tried to run it. No luck. Also I had no control over the head light. So I went into address programing. It said that short address 003 was active, so I left it at 003, then programed the long address to 1234 and activated it. (If further exclamation on the address programing is needed say so) I tried using address 1234 and still same results.

I am not sure but shoudn't the address be 03 not 003 when doing the reset. Please try this.
Also give the decoder the SNIFF test if it smells burnt then you let the Magic Smoke out of it. I will try to help you as best I can.

The decoder told the power cab, after I had reset it, that it was address 003. And on the power instructions it says specifically on short addresses like the default 003, just to hit 3 when selecting a loco. This is what works on address 003. I know from when I had to reset the B30-7 and GP38AC.
