I worked at Service Tracks just like this on the Frisco during this era. I don't recognize the site but I can probably answer your question. If it truly is a tank, it would be for Lube Oil. Sand and water were easy to pipe to the track. A single viscosity oil was like tar in the winter so it was kept inside the shop or plugged into power to keep it warm.
