Safety Materials

Does anyone know exactly what this is? It's printed on cardstock; I'm presuming it's some sort of safety item. I have one for the C&NW of identical size and "hunter orange" color that has the C&NW Logo and "Safety First" below it.

I have a couple of styles of these with clear plastic pouches. I will ask my dad about them. He was Safety Supervisor in Memphis and Trainmaster here in Birmingham.
